second decade IN anticipation of the fresh batch of elected women in local government units (LGUs ) after the May 1998 national elections and amidst the present campaign frenzy, Women Involved In Nation-building (WIN) held its 5th Annual Congress for Women Local Government Officials last February 6-8, 1998 at the Teacher’s Camp, Baguio City.
